TL;DR
Wristbands are not usually cut off at checkout, but using them at other hotels is not officially allowed. Some guests simply remove them before returning the room key.
The wristband was removed before handing in the room key at checkout. A long-sleeved shirt helped conceal the wrist at reception. After that, lunch was had at the hotel and then departure to the airport — no issues.
Children's wristbands were removed before visiting another hotel's water park. When they arrived wearing their own hotel's wristbands, they were turned away — outside wristbands are not accepted. Without any wristband, the child said she lost it and was allowed on the ride. Officially, using another hotel's facilities is not permitted.
Based on multiple travelers' experience, hotel wristbands are not cut off at checkout. Many guests fly home still wearing them — staff typically do not stop or check for this.
