TL;DR
Most Egyptian hotels stock towels and toiletries based on standard occupancy (often 1-2 people) regardless of actual guest count. Tipping housekeeping $1/day doesn't always guarantee extra amenities.
Towels are distributed via a card system - return used one, get a clean one. Quality is decent, not worn out.
For 2 guests, housekeeping left 3 sets of mini toiletries (shampoo, shower gel, lotion, soap) - more than needed.
Despite a room booked for 3 guests, housekeeping kept leaving only 2 towels and 2 glasses for a week straight. Daily $1 tips and candy didn't change the pattern.
Bar soap, shower gel and shampoo were provided 2 of each item. The day after leaving a $1 tip, housekeeping delivered 5 extra shower gels and 2 shampoos - possibly because staff can't exchange foreign currency for change.
