Fulidhoo and Dhigurah make a great combination. Ukulhas connects easily to Thoddoo by local ferry and then to Dhigurah without returning to Male.
The route Ukulhas → Thoddoo → Dhigurah is doable without returning to Male: a local ferry connects Ukulhas to Thoddoo, and from there you can reach Dhigurah. The local operator Papafish on Ukulhas also offers a direct transfer to Dhigurah.
Combining Fulidhoo and Dhigurah offers great variety. Dhigurah has better beach snorkeling (weather permitting), while Fulidhoo wins on local village atmosphere and beachside restaurants. There is no direct local ferry between the two — a private transfer or return via Male is required.
