TL;DR

In June–August, head to the east coast — Trincomalee, Nilaveli, or Pasikuda. The west coast (Hikkaduwa etc.) is rough and murky during this period.

In July, decent weather is not limited to the east coast: northern Sri Lanka is also usually dry and relatively calm, but Jaffna suits travelers interested in a less touristy region rather than a standard beach resort.

The south and west are low season in summer, but they can still work if you accept the trade-offs: fewer crowds and often decent weather, but seasonal winds can make the sea rough. In that case, larger, better-established bases are recommended, such as Unawatuna, the Weligama area, and Hiriketiya.
