TL;DR
Unawatuna, Hikkaduwa, and Mirissa are the best bases for group tours due to high tourist density. Hikkaduwa is calmer and more comfortable for adult travelers.
Bentota is an option for a quiet luxury stay with fewer crowds, but expect fewer group tour offerings due to lower tourist volume.
Tangalle is worth considering alongside Bentota, but it has few tourists and weak tourism infrastructure, making group excursions harder to find.
In Pasikuda, hotels organize their own excursions, but in October (low season) the chance of a group tour filling up is much lower than in, say, Unawatuna — easier to go independently or book a tour from Unawatuna.
For group tours, stick to the most tourist-heavy spots: Unawatuna, Hikkaduwa, and Mirissa. In quieter areas it's nearly impossible to fill a group, so you'd need to book private tours instead.
Hikkaduwa is more spacious and relaxed compared to Unawatuna — less of a tourist bubble, and generally more comfortable for adult travelers who prefer a quieter atmosphere.
Unawatuna is a compact tourist peninsula with well-developed infrastructure. It's a good choice if you want to be in the thick of things and have easy access to group excursions.
During the low season, group tours rarely fill up anywhere on the island. Plan on booking private excursions if you're traveling outside peak season.
