You can't fly into Dubai with a dog in the cabin — only into Abu Dhabi on Etihad, then continue by taxi to Dubai. Flying out of Dubai with a pet in the cabin is allowed.

There's no pet vet-check on arrival in Dubai itself, so to bring a dog in the cabin you have to fly Etihad and land in Abu Dhabi, then continue to Dubai by taxi. Pet ticket prices have dropped a lot recently — used to be as high as $1500 excluding vaccinations and paperwork.

Flying out of Dubai with a dog in the cabin isn't a problem — the restriction only applies to bringing pets in, not taking them out.

In the UAE, you can only bring a dog into the cabin via an Etihad flight landing in Abu Dhabi, then take a taxi onward to Dubai.
