TL;DR
Resort choice in Vietnam depends heavily on the month: in November the south (Phu Quoc, Mui Ne) is ideal; in September–October consider central and southern Vietnam.
In mid-November, the best options for warm, calm seas are in southern Vietnam. Phu Quoc enters its dry season — calm waters and minimal rain. Mui Ne is also a good pick as its high season begins. Nha Trang tends to be rainy in November and is best avoided.
October is tricky for planning in Vietnam: the central coast (Da Nang, Hoi An) is affected by typhoon season. Better to focus on the south — Ho Chi Minh City area, Phu Quoc, Mui Ne. For a multi-city itinerary, plan north-to-south so you end in the south by October.
For early September travel, southern resorts are the safest bet — Phu Quoc and Mui Ne. Central Vietnam (Da Nang, Nha Trang) can still be rainy in September. The north (Hanoi, Ha Long Bay) is possible but typhoon risk exists. Phu Quoc is the most reliable September choice.
