TL;DR
Document the payment with a photo and contact Uber support — they typically refund the overcharge and apologize. For cashless transport payments, ask other tourists to pay with their card in exchange for cash.
If an Uber driver demands more than the app price (e.g. asking 1000 TRY when the app shows 203 TRY max), pay and immediately report it to Uber support with a photo of the cash handover. You don't even need to request a refund — just report the scam to protect other travelers, and Uber will refund and apologize anyway.
Travelers without a Turkish bank card who need to pay for transport cashlessly can ask other tourists to pay with their card in exchange for cash. This workaround is commonly used among visitors in Istanbul.
Travel agencies in Istanbul now have access to a dedicated refund portal, but direct access for individual tourists is not yet available — refunds must go through a travel agent.
